The West African Government adopted the main international declarations and conventions on the environment: he ratified the UNFCCC in August 1997 and he acceded to the Kyoto Protocol in July 2002. The West African government had also developed the National Climate Change Response Strategy.

Despite these advances, gaps persist especially in the field of energy.
