The people who oppose the expansion of the US are drawn smaller and skinnier than the tall man, and they are holding beer/wine bottles. The artist represents expansion policy by making the man bigger than everyone else, and making his colors much bolder than the others. In the image, he is the center of attention, while the others are at the sides. Also, he doesn't look bothered by the others. This demonstrates that expansion made the US very powerful compared to others, and that they weren't being stopped by the opposition.
