Is there an expectation that DTL trainings, national webinars will support the dissemination of updated HSPPS information? If so, what are the parameters we will need to work within?

HSPPS pdf with track changes: In 1302.17(b) prohibition on expulsion (2), "challenging behaviors" has been changed to "behavioral concerns." "Challenging behaviors" was also deleted/changed in 1302.45(a)(2) and 1302.45(b)(3) (behavioral concerns is used instead). However, in 1302.92 (training and PD) (b)(6) (research-based approaches to PD for education staff), the term "challenging behaviors" hasn't been changed ("addressing challenging behaviors"). Is this an oversight, or does "behavioral concerns" mean something different than "challenging behaviors"? If they're different, how are they different?
