         <title>1997 Education Reform</title>

         <description><![CDATA[<div> In 1997, The Turkish Ministry of National Education wanted to make changes in the Turkey's ELT policies in order to reform Turkey's ELT practice (Kirkgoz, 2007).  The Ministry of Education Development Project established which was a curriculum innovation. Its aim was  to promote the teaching of English in Turkish educational institutions (Kirkgoz, 2007). It also aimed to teach English to young students who was grade 4. So, English became compulsory in middle schools.</div>]]></description>

         <description><![CDATA[<div>After the 1997 reform, Ministry prioritized the teacher development initatives.  , the MNE established the In-service English Language Teacher Training and Development Unit in order to orginize seminars. The MNE also collaborated with an  association called The English language Teachers’ Association in Turkey to help facilitate the process of implementing the curriculum.</div>]]></description>
