Bio-luminescence or "the blue wave" tends to occur in middle to late summer and into the fall. It is caused/preceded by red and sometime brown tides which occur during those time periods.
Because these are related to micro-organisms in the water and when red tides occur, it is hard to predict when you will actually be able to see a blue wave.

You can always check surf cams to see what the color of the ocean is between July & October. If the ocean looks brown or red (aka red tide), then there will probably be some level of bioluminescence at night in those areas. Scripps has cameras which will help, you could also call the Scripps aquarium. Google "Scripps cam" and it should be the first thing that comes up.
