He wants to do this because he like dogs and wants to be a detective(for fun?).
It is written from his point of view thus making him the most important character for the story and for the reading experience. As for being the main character, it's decent, it's not anything special. I think this; because as being autistic he is illustrated as the genius with problems, it kind of pains me to say it but I don't really like that.
