         <description><![CDATA[<div>Challenge proposed by FLORENT ANDRE</div><blockquote><strong>How a budget transparency can be designed to be a relevant tool for citizen empowerment ?</strong></blockquote><div><br><strong>DESCRIPTION</strong><br>Open Budget is an initiative aiming to promot public access to budget information and to empower people to make decisions about how do they think their annual taxes should be invested and distributed within the different public services. <br><br><strong>SCENARIO<br></strong>How, without an already existing budget education, do you give the word and the power to people? Citizens should be somehow advised about what implies the fact of changing the current budget <br><br><strong>CHALLENGE<br></strong>Inspired by the concept of peer-to-peer learning, the challenge to achieve would be to convert the Open Budget into a peer-to-peer initiative, in where citizens would be advised about the consequences it will have to modify the current budget, but at the same time budget makers would be aware of citizens consciousness, engagement and opinions about it.</div>]]></description>

         <description><![CDATA[<div><strong>DESCRIPTION</strong> inspired from tour de france by bike, what kind of events could we organize around france in order to reach out young people (age range 18-35 years old) and raise their awareness around what political engagement really is, as well as the upcoming elections<br><br><strong>CHALLENGE</strong> how could the events be interesting and attractive to young people? How could we reach out to socially diverse people? How could we essentially approach all the different local populations and empathize with their diverse everyday problems? How could we measure our impact?<br><br><strong>PROBLEM</strong> there is a lack of information as well as lack of places for open debate. <em>E.g. in schools we don't talk about politics and don't carry debates. </em>Moreover, <br><br><strong>CONCRETE SCENARIO</strong> Co-organization of different types of events, together with local associations. We aim to convince that action is involved not just talking - begin with a game and proceed with discussion. Begin with mobile phones<br><br><br><br>Cycle for action:<br>Consultation platform- simple <br>Explain the need<br>Arguments everyone<br>Map synthesis <br>Collective decisions- by initiator + random choice of participants<br>Go<br>Feedback<br>Challenges:<br>How do you insure not being judgmental when performing synthesis <br>Advantages:<br>First time many people are listened to<br><br>VTS sessions for building on collective intelligence - example for a way of promoting discussion and collaboration through art.<br><br>The schools are reluctant to share power and open debate <br><br>How to reach the public - the public is already present in the school.<br><br>Values: <br>1 value - raise education level, involve the community - the base of democracy is in education - culture of participation and listening to one another <br>1 condition - school must be convinced - for parliament we have made a movie, come up with affective communication <br>1 inspiration - the success with the work with the parliament <br>Future prospects:<br>The best thing that would happen are not expected but with time you will create community </div>]]></description>

It allows people to vote and comment on proposals posted by government. It has been used in several latinamerican countries, including Mexico and Argentina. DemocracyOS_FR is the the team behind the national initiative of this project. <br><br><strong>CHALLENGE<br></strong>DemocracyOS_FR proposed that Universities should have a governance model where students' interests could be represented. The challenge was to imagine how such governance model would be introduced, put into action and evaluated. <br><br></div>]]></description>

         <description><![CDATA[<div>Since we did not have much time, we decided to brainstorm one governance model and then discuss the requisites, challenges and outcomes of such model. <br>We imagined a governance model with the following characteristics:<br><br>*All members of the school (students, teoachers and staff) have equal voting rights<br>*An online consultation platform (Democracy OS) would be implemented to allow everyone to cast their votes. <br>*Periodic offline meetings would complement this online interaction. These offline interactions would be modeled after "town hall" meetings, where people could take stage and explain their proposal. <br>*The model will be evaluated and will allow further improvements. <br><br><br></div>]]></description>
