I conclude through my research of the movement that BLM follows the steps of the rhetoric of agitation closely with each inciting incident that sets off more outrage across the country and world (ex. Ahmaud Arbery and George Floyd in 2020). In response, the establishment has mostly avoided and suppressed the movement, however, I believe more recently the movement has been met with some adjustment in terms of police training reform in certain cities.
