The non-government organization (NGO) shared on November 19, 2020, that they have installed SkyHydrant water filtration units in the provinces of Albay and Catanduanes, two areas hardest hit by the typhoons to provide "mineralized" or purified water to villagers. Councilor Raymond Raquid of Oas, Albay says that the purifying machine could produce 12,000 cubic meters of clean water in eight hours. The SkyHydrant is based in the Municipal Hall with the Municipal Disaster Risk Reduction and Management Office (MDRRMO), Councilor Raquid, and the Rotary Club of Legazpi for the mobile water distribution to at least thirteen barangays in Oas, Albay without access to potable water. The Balay Mindanaw team traveled to Virac, Catanduanes, to operate the purifying machine with volunteers and MDRRMO staff and learned that the lack of safe drinking water was already one of the leading problems the Municipality even before Typhoon Rolly made its landfall in November.

Thirty-one percent (31%) of all illnesses in the country are attributed to polluted waters. Clearly, to ensure access to clean water for all Filipinos, it was imperative that government put together a comprehensive strategy to protect water quality. The Philippine Clean Water Act of 2004 (Republic Act No. 9275) aims to protect the country’s water bodies from pollution from land-based sources (industries and commercial establishments, agriculture and community/household activities). It provides for a comprehensive and integrated strategy to prevent and minimize pollution through a multi-sectoral and participatory approach involving all the stakeholders.

One of the people's concerns is that their water is unsafe for drinking. The quality of the water from the hand pump wells made by the residents is salty because of the town’s proximity to the sea. However, through the funding from the Autonomous Region in Muslim Mindanao (ARMM), the Sagay-Sagay Water Supply System Level II was installed at Panglima Estino (ARMM). With local distribution systems affected, having access to clean drinking water can be difficult, with people running the risk of being dehydrated. This is why it's important to provide flood victims with a source of drinking water in addition to food, clothing, and personal hygiene kits. Enter this portable water filtration system from the global humanitarian aid organization Waves for Water. Unlike single-use plastic bottles, it can provide clean water for a small village with just one filtration system—which, if maintained properly, can last for many years. The organization also says that the buckets are assigned per household while implementing the system in provinces. Some families opt to share the filter system with their neighbors by creating schedules or shifts.

Access to clean drinking water is now a part of life for residents of Upper Campo Islam. But for the 20 years leading up to 2011, the community did not have access to clean water. As one of many conflict-affected communities in Mindanao, Upper Campo Islam has long suffered from poor infrastructure, a lack of basic services, and weak local governance. The water supply project in Upper Campo Islam was facilitated by the Bangsamoro Development Agency (BDA), the Moro Islamic Liberation Front (MILF). One of which is to build skills and unity between Muslims, Christians, and Indigenous peoples. The multi-donor Mindanao Trust Fund managed by the World Bank encourages communities, local government, and insurgent groups to work together to plan and implement community-based projects.
