Using my personal experience I have never been suspended, but was very close to being suspended until they found out I had an IEP. This made me feel separated from others people just based on the fact they did not even see why I had an IEP. They just assumed the worse about it. This drives me to knowing that change need to happen. Many students who are in my position a person of color and just subjected to always doing something bad needs to change. The school system needs to structure the way students can be disciplined correctly.  
As for the second question, schools are the right venue to address this problem because the relationships that the students build with the teachers and admin is far more than anyone who is outside the school can do.
