I have failed to note that student’s interests, aspirations or background subjects are taken into account when they are placed into certain courses. If teachers were to place ELL’s based on their interests, rather than their subjects that focus solely on English Literacy Development, if they would in fact do better?

Its an important question, and indeed an issue that has long been with curriculum planners - that balance between student directed curriculum and the curriculum that 'experts' decide all must know. However in an ESL class, teachers can usually - and should - find out about their students and their interests, and it should be possible to meet the expectations while basing it on the students' interests and self defined needs. One of the struggles is getting students to the point where they can express this themselves. Burns
