Education Reform 1997

English instruction policies at all educational levels experienced a number of basic adjustments in the Turkish educational system in 1997. The MONE's attempts to reform Turkey's long-neglected ELT practice led to these adjustments, which were reported in The Journal of Language and Linguistic Studies. The "Ministry of Education Development Project" reform, which promoted efficient English instruction in both public and private institutions across the nation, was first implemented. According to the 1997 curriculum, the primary goal of secondary English education is to enhance students' fundamental communicative abilities through the merging of the four skills, enabling students to participate in fruitful conversation in the target language. Since the "communicative" method was first incorporated into the ELT curriculum in 1997, the 1997 curriculum can be seen as a turning point in the history of English language instruction in Turkey.
The 1997 Curricular Innovation in TeachingEnglish as a Foreign Language

With the exception of higher education, the entire educational system was altered by the 1997 syllabus, which also made significant changes to the way foreign languages are taught. In order to meet EU standards for foreign language education and to foster the developmentof global citizens who can communicate in Englishother than their mother tongue, English languageinstruction, which had previously been offered insecondary schools before the 1997 innovation, waslowered to fourth grade in primary education. The 1997 ELTP revised language teaching techniques in line with behaviorism, promoting the use of inquiry, repeat, role-playing, exercises, and repetition instructional approaches in addition to content that is based on structure and terminology. Additionally, it laid the foundation for the English language education approach known as Communicative Language education (CLT). Student-centered teaching replaced the teacher-dominant paradigm in education as a consequence of the introduction of CLT.
The teacher was therefore viewed as a learning facilitator who tailored to the students' various learning preferences and assisted them in improving their conversational English skills.

The basic ELT program was revised in 2005 by a Turkish team of curriculum specialists. A radical pedagogical change was brought about in the classes as a result of the curriculum's adoption of global trends by integrating other Western-derived educational methods. This increased the communicative component of language instruction. The 2005 curriculum allows students to learn “nonlanguage cross-curricular subjects like geography, music, and sports using English by incorporating a “constructivist approach” to teaching and learning, “active learning,” “use of tasks,” “multiple intelligences theory,” and “content and language integrated learning.” The ELT strategy experienced a sizable number of adjustments at the secondary education level in addition to those made to the primary education curriculum. The one-year English language preparatory program (ELPP), which was provided by Anatolian, Super English Language High Schools, and the bulk of private schools with demanding English language curricula, has been discontinued by the Turkish Ministry of Education.

In 2012, a changeover from the previous
educational model—which consisted of 8 years of
primary education followed by four-year secondary
education—was made in favor of the new “4 + 4 + 4”
model, in which each four-year period of education
is equivalent to 8 years of primary, elementary,
and secondary education. Because of this fundamental modification, instructional plans must now be updated.
This language planning goal led to the reduction of the beginning grade at which English instruction is to begin to the present grade 2. The duration of English lessons has increased, and the textbook has been revised.
Given that English instruction must now begin in the second grade rather than the fourth and that the age at which students enter each grade has been effectively decreased within a year, teaching a younger group of students was one of the most crucial components of trying to adapt the English language teaching methodology to the new educational model. With the new program, a spiral curriculum, based on cognitive theory, has been introduced to help students' prior knowledge be repeated and foster meaningful conversation, as opposed to teaching distinct principles in each section. It makes sense to use Internet technology as broadly and extensively as possible given that it is well-known to many pupils and has been shown to enhance learning. In light of these developments, it was decided that the proposed education system should also take into account the fundamental components of the contemporary Turkish educational system, such as large classes, a workload of more than 20 hours per week for
teachers, the recent technological tools like tablets for students, and the requirement to train students for general courses.

While preparing this project, I gained insightful information about Turkish education history and Foreign Language Education. The details that I found most interesting and striking were the reasons for the need for a foreign language speaking community in the Tanzimat period and the way this problem was solved. The point I wanted to research and learn more about the subject was the oldest period madrasah education. I would like to access deeper information about what kind of education is given in these madrasahs. I would like to add that I do the work with great pleasure. Developing more projects on historical topics and ELT is really enjoyable and educational.
