Where did we go wrong?" instead if saying that happiness has been absent in life ELO says that clear blue skies have been absent lately because blue sky is often referred to as happy. further on the song continues to talk about how happiness is always appreciated but it isn't forever, and it's a distant memory when the sky isn't blue.
