         <description><![CDATA[<div>Delegated powers are government powers specifically outlined in the U.S. Constitution. These powers limit what Congress can do, and also define what Congress is in charge of regulating. Delegated powers are those authorities that the Constitutional framers deemed worthy of Congressional effort and which the framers believed would not limit personal freedoms of individuals. The U.S. Constitution, which is both a concise, and a very old document, establishes rules on what Congress does and does not have control over.</div>]]></description>

         <description><![CDATA[<div>The power to borrow money means that the government can take out loans. The loans are debt obligations and must be repaid. An example of the government's power to borrow is the sale of U.S. Treasury Bonds.</div><div>The power to borrow money is not the same as the power to issue money, to create money, or to loan money. All that is meant is what is written: the power to borrow. The clause is limited to the single act of borrowing.</div>]]></description>

Asking for a declaration of war, and thus making Congress take responsibility for the decision, had required presidents to enter into a heated debate about the rationale behind the mission, the potential for large-scale casualties and how much money would be spent.</div>]]></description>
