The war itself started when the president started killing off the protestors.This made Syrians mad and they  became extremists to try to overthrow the government...This Syrian crisis is a very historical an modern event still taking place and is the out come of above. More than half a million people have died and more than a dozen million have fled their homes because of this abomination of an event. This genocide has taken place almost entirely within Syria but has also extended to Jordan, Lebanon, and Iraq.

     So many events, primarily large explosions, left no corpse of what is believed to be several thousands, but no one really knows so we cannot truthfully estimate how many have died.

This would prevent people getting mad because the government would not be causing any unneeded loss of life. You should also have a system where if military action is needed, it can respond almost immediately, but where it still must be approved by the higher-ups.
