         <title>Summary of Keeping The Balance.</title>

         <description><![CDATA[<div>Henry Clay, was now a Senator, he wanted to make another compromise. He offered an approving, "arrangement of all questions in controversy between the free and slave states." Henry led the debate in congress for 6 months, until he presented a bill that would address all disputes. It would be equal and fair. On March 7th, 1850, a Senator named Daniel Webster made something called "The seventh of March speech." It was on the floor of the senate. He hoped it would help the sites of slavery with Henry's idea bill. Webster talked about slavery in the Southwest, but he also really pushed the idea of more Fugitive Slave Laws. He was criticized in the North for that. Henry's bill idea was rejected in 1850. But Senator Stephen Douglas helped him, he turned Henry's idea into 5 separate bills. California entered as a free state, the rest of the Mexican Cession was split into 2. Utah and New Mexico territory. The principle of Popular Sovereignty governed these areas. A second Fugitive Slave Act was passed where if you know of an escaped slave, you had to help capture them. If you didn't help them, you would be sent to prison.          <description><![CDATA[<div>In court, judges would decide if a slave catcher's claim was good enough. The commissioners or judges we're payed $5 if they released someone, it was $10 if they made a person a runaway slave and sent them back to slavery. The 1850 compromise brought another truce, but the country was not in peace. A lot of people still supported the Underground Railroad. On the 4th of July in 1854, in New England. William Loud Garrison burned copies of the Fugitive Slave Law in public. The constitution said. "So perish all compromises with tyranny."</div>]]></description>
