The Hutu's were thinking of the Tutsi's as animals, "making it easier to kill them without any remorse or compassion." This dehumanization stage gives a piece of relief to the Hutu's, who believe they are trying to purify society from the Tutsi population.

Rwanda rebranded itself after the genocide, they wanted to seem non-hostile so as to not be charged with genocide. They covered it up by changing their government to a democracy from a monarchy to seem more up to date, like modern countries such as the United States.
