The goals of this report are twofold:

Phase 2 of the Scriber Creek Trail Improvement project will make critical upgrades to approximately 5,000 linear feet of walking paths, transforming it into a non-motorized transportation alternative to access the Lynnwood Transit Center and future light rail station. Currently, the trail has multiple surface types, is not ADA accessible, and is impassable much of the year due to flooding in the natural areas. The improved trail will remain in the existing corridor and will be widened to 16 feet, will be ADA accessible with durable, slip resistant, hard surfaces, will have lighting, and an elevated bridge/boardwalk structure to mitigate flooding in the wetlands.

This trail serves as a critical non-motorized transportation route for those traveling to and from the Lynnwood transit center. Additionally, it will improve public access and enjoyment of public parklands with new viewpoints in Scriber Creek Park, improved wetland function, and scenic views along the trail corridor. 

Partnerships

This project could not have come together without the incredible partnership with Sound Transit, Community Transit, Department of Transportation, the Puget Sound Regional Council, as well as the advocacy from our state and federal representatives to help us receive numerous grants and appropriation awards to fund this project. Sound Transit has contributed $5 million, we received a $2.4 million Pedestrian and Bicycle Grants from Washington State Department of Transportation, $1.4 million from the Puget Sound Regional Council, and $1 million in Federal appropriations secured by US Congressman Rick Larsen.

Scriber Creek Trail Improvements Project Phasing

Phase 1: Connects the Interurban Trail to Scriber Creek Park along the south-southwest edge of the future light rail station (service to begin late 2024). Under Construction. (This portion is part of the Sound Transit improvements at the Transit Center.)

Phase 2: Extends from the southwestern corner of the transit center to approximately 100 feet north of 200th ST SW, just north of Sprague's Pond Mini Park. Under construction.

Phase 3: Extends from the end of Phase 2, just north of 200th ST SW, through Scriber Lake Park to connect to 196th ST SW and Wilcox Park. Planning phase.

Design & Construction Team: 

Construction will begin this fall and is anticipated to take 18 months to complete. But for nearly a quarter of the people in our state – people with disabilities, young people, seniors and people who can’t afford cars or gas, this is our every day. We invite you to join us so you can start to understand the barriers nondrivers experience in accessing your (and our) communities. 

Safe Routes to School Partnership developed state report cards which provide a snapshot of how supportive each state is of walking, bicycling, and physical activity for children and adults as of 2022.

The report cards primarily look at state policy, focusing on four key areas: Complete Streets and Active Transportation Policy and Planning, Federal and State Active Transportation Funding, Safe Routes to School Funding and Supportive Practices, and Active Neighborhoods and Schools. This plan assesses the needs for accessible pedestrian and bicycle facilities, highlights safety concerns, and provides the first-ever examination of state right of way and its suitability for active transportation. It provides new metrics for tracking and reporting progress that emphasize the importance of complete and accessible walk/bike facilities and connections to transit and other modes, particularly in overburdened communities. It also calculates the environmental, health, and economic benefits to society when people shift trips from driving to walking or bicycling.

For consideration of future investments, the plan lays out a rational approach to prioritizing safety and operational performance needs on state highways as part of the overall networks people use to reach their destinations. It provides objective and quantitative metrics to describe needs and measure the effects of changes. It also incorporates the “Safe System Approach,” which emphasizes using engineering approaches that acknowledge humans make mistakes and that crashes with greater impact force are more deadly, especially for vulnerable road users.
