         <title>What is Title I and why/when did it originate?</title>

         <description><![CDATA[<div>According to the U.S. Department of Education (2018) the purpose of Title 1 funding, "provides financial assistance to local educational agencies (LEAs) and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards. Federal funds are currently allocated through four statutory formulas that are based primarily on census poverty estimates and the cost of education in each state ."<br><br>McClure (2008) states that "Title I of the Elementary and Secondary Education Act of 1965 requires that schools receiving funds under Title I be comparable in services to schools that do not receive Title I funds. The public policy purpose: To ensure federal financial aid is spent on top of state and local funds to which all public school children are entitled. Title I was one of five titles in the legislation, which was introduced in Congress on January 12, 1965, and was passed by Congress on April 9, 1965." <br><br></div>]]></description>

         <description><![CDATA[<div> Jacksonville (2019) Goal 2 of the CIP specifically addresses parental involvement:<br> "Performance Objective 4: Involve parents in the education of their children in order to improve <strong>student performance</strong> to achieve the Met Standard rating on all of the STAAR End-of-Course exams. <br>1) Provide access to Skyward Student grades and attendance to parents/guardians of students. <br> 2) Provide opportunities through Parent Nights for parents and students to gain a working knowledge of Skyward, Lunch Money Now, textbooks and teacher websites. Freshman Fair is offered for students and parents to help with the transition from middle to high school. <br> 3) Continue the use of Microsoft Exchange messaging platform to provide email, scheduling and tools for custom <strong>collaboration</strong>. <br> 4) Provide and maintain an infrastructure for communications with parents and community members creating a transparent school environment."</div>]]></description>
