Female teachers felt powerless compared to their over-powered administrators. Teachers all over the country, especially in rural areas, felt overlooked due to lack of resources, bad pay, and lack of pension. 

Teachers all over the country rebelled and rallied together for improved pay, tenure, and retirement benefits. These rallies resulted in the formation of the American Federation of Teachers.

However, this was not what ended up happening due to multiple factors including the unequal distribution of funds and the inaccessibility of education. This remained until the 1954 court case known as Brown v. This occurred after Robert Yerkes created the first IQ test. Yerkes' assistant, Carl Brigham took this original IQ test, made it more difficult, and implemented it as a college admissions test. To test this out this test was administered to a few thousand college students as the first administed SAT. This occurred in 1926. This was a devastating time in education history because it caused a ton of schools to close down, teachers to lose their jobs, and left students with no education. Many schools had access to fewer materials or supplies which made teaching and learning harder. The students were offered less classes because of the teacher layoff. This paper explains his concepts of the conditioned reflex which is an important component of classical conditioning. These findings started the building blocks for theories of behaviorism in learning and many theorists later shaped their theories around his findings.
