It also complied with the other elements of the cult of Il Duce, being something that had been tried in Ancient Rome. Many of the 13 towns were in the Pontine Marshes, an area covering 780km2 between the Tyrrhenian Sea and Apennine Mountains, such as April, Pontina, and Littoria, though others were located elsewhere, such as the aptly named 'Mussolinia' in Sicily, and another near Predappio where Mussolini had grown up.

The programme intended to make new land available for agriculture. The scheme often involoved the clearing of marsh land. The reclamation of land, in theory, would supply enough land to achieve the agricultural demands of the population.

Like the majority of Mussolini's policies it was designed to impress on the world stage. However, it wasn't successful. The actual area of land recliamed was far less than the target set in 1928. Only 58% of the projects were actually completed and only one in three of the irrigation schemes were completed.

The Fascist regime wanted to encourage the prevalence of rural areas and their lifestyle over the cities, and reduce the rural-urban migration taking place in Italy. Like with many things planned by the Fascists, this policy too was underwhelming, with very few actually resettled on the reclaimed land, and many of the small farmers (who were meant to benefit from the policies) didn't actually benefit, with the benefits instead going over to the landowners through government subsidies. It may have reduced migration to the cities, but certainly not completely...

No: There was no effort to actually encourage agricultural growth, with the peasantry suffering, and real wages dropping by 50%.
No: 3/4 of land reclaimed was in the North, and only 1/4 in the South.
Yes: Latina and Sabaudia created as showpieces, showing off the regime.
No: Between 1928-1938 only 80,000ha of land was reclaimed, 1/20 of the 1/6 that the regime had boasted of in propaganda.
No: Only 58% of projects, and only 1/3 irrigation projects, were actually completed.
Yes: Improved public health, reducing waterborne diseases.
Yes: Jobs & employment opportunities were provided for rural workers.
Yes: Rural-urban migration was reduced.
No: Migration to the cities still continued, especially with rural depression, and this defeated the aim of ruralisation.

Carlo Levi described one of the villages:

"The peasant houses were all alike, consisting of one room that served as a kitchen, bedroom, and usually as quarters for the barnyard animals as well... On the one side of the room was the stove; sticks brought in everyday from the fields served as fuel, and the walls and ceilings were blackened with smoke. The only light was from the door. The room was almost entirely filled by an enormous bed, much larger than an ordinary double bed; in it slept the family, father, mother, and children. The smallest children, before they were weaned, that is until they were three or four years old, were kept in little reed cradles or baskets hung from the ceiling just above the bed. When the mother wanted to nurse them, she didn't have to get out of bed; she simply reached out and pulled the baby to her breast, then put him back and with one notion of her hand made the basket rock like a pendulum until he has ceased to cry."
