One of his many racist actions includes acquitting former Confederates and firing bureau employees who were too encouraging towards black people. Additionally, he vetoed a bill introduced by Congress on February 1866 that would've given the bureau new legal powers. Johnson claimed that this bill would impede states' rights and inflict further financial complications within the federal government.
