This is to make families more comfortable, at the expense of the individual girl and her facing bullying. 

One step would be for the teachers and superintendent to educate themselves on transphobia to help with solutions. 

They could educate the students on it, but that seems impossible with the restrictions on them from parents, etc. I literally have no idea how to get around this and have no solution for this.
