He doesn't really think proposing is romantic at all and a definite proposal is pretty much stupid. You can see this on page 3 of the packet when Algernon mentions that "I really don't see anything romantic in proposing" and "But there is nothing romantic about a definite proposal. Why, one may be accepted".
