It shows how Jr was bullied but culturally in the book it talks about how the Indians have been stipped of everything good and live in poverty, white people always have an advantage. The quote about the white boys shows how they're a little bitter about white privilege. They want to think that white boys are too privileged to be tough like them so they cry. It's there way of ballencing the scale
