-Pre-K numbers have been down last few years.
-Wealthy communities more likely to redshirt.  Parents saying "not ready". Concern need to revisit how communities think about children being ready

VT has universal PreK - but children don't have to be in VPK for IDEA services. VT VPK provides VPK in any location - parents choose - but it can be difficult for districts to provide services there. some contract with one another.
Universal preK has improved inclusion.
VT has a collaborative monitoring system for VPK which special ed is a part of. Districts are encouraged to think outside the box on how to provide services for children out of district.
