Program was meant for Mexican Americans to fill the agriculture labor shortage.
The word bracero, means "manual laborer". 
Workers were promised: decent living conditions, shelter, food and a minimum wage of 30 cents an hour. 
They faced some hostility for "taking American jobs." Some of this hostility fueled the Zoot Suit riots.
