Although carrying the title of President, it is unknown if he was elected to the position democratically. As he was born two years prior to the initiation of the Hunger Games, it can be assumed that he was not responsible for inventing them.
In the books it is revealed that Snow became president by killing his opponents with poison by giving them a drink with poison. He is a ruthless dictator and opposes the antagonist by saying she should kill herself due to her accidentally starting a revolt.
