The repeated "I am" followed by a description of nature means that he is always there and he has never permanently left this world. "Do not stand at my grave and cry, I am not there, I did not die" means that he is not just a body under the ground, his soul and memories still spread throughout the world. "Don't cry because it's over, smile because it happened" - Dr. Seuss.
