         <description><![CDATA[<div>Mark Swingle grew up and resides in Virginia Beach, VA.&nbsp; He earned a biology degree from the College of William and Mary (1976) and a Master’s degree in Biological Oceanography from Old Dominion University (1980). He is currently the Chief of Research &amp; Conservation and has worked at the Virginia Aquarium &amp; Marine Science Center for more than 39 years. He has experience at just about every job related to exhibits, animal care and conservation research, planning and policy. Mark has also been involved in government affairs and advocacy for ocean conservation, and led the Aquarium’s Green Team to foster the development of sustainable practices in facility operations and the community at large.</div><div>&nbsp;</div><div>Mark and his colleagues founded the Aquarium’s marine mammal and sea turtle Stranding Response Program in the late 1980s. Since that time, the Stranding Team has touched the lives of more than 10,000 animals. In 2003, Mark was appointed the first Director of the Aquarium’s new Research &amp; Conservation Section. He has been fortunate to work with research projects involving bottlenose dolphins, humpback whales, loggerhead sea turtles, and other marine mammal and sea turtle species. Mark serves as a member of regional and national research and management teams and has traveled widely in support of conservation of marine mammals, sea turtles and their natural ocean habitats.<br><br><strong>W.          <description><![CDATA[<div>Katie Register is Executive Director of Clean Virginia Waterways of Longwood University, and co-founder of the Virginia Plastic Pollution Prevention Network. She works extensively on preventing water pollution, focusing mainly on land-based sources of plastic pollution. She has done extensive research on the impacts of cigarette litter, convenience food packaging, helium-filled balloon litter, abandoned boats, and influencing behavior change.</div><div><br>Katie has a Master’s degree from Miami University in Biology, and a Master’s degree from George Mason University in Environmental Science and Public Policy. &nbsp; She has consulted with the National Geographic Society, the US Environmental Protection Agency, the National Oceanic and Atmospheric Administration, and works closely with the Ocean Conservancy. She began her career as a New York Sea Grant Scholar in 1980 and went on to be New York Sea Grant’s Assistant Director.&nbsp; In 1988 she joined the Virginia CZM Program and became its Manager in 1994. She is a founding member of, past Chair of, and Virginia representative on, the Mid-Atlantic Regional Council on the Ocean (MARCO). She currently leads its workgroups on the ocean mapping &amp; data portal, marine debris and is developing a work group on ocean conservation.          <description><![CDATA[<div><strong>Nancy Vehrs<br>President, Virginia Native Plant Society<br></strong><a href="mailto:nvehrs1@yahoo.com"><strong>nvehrs1@yahoo.com</strong></a><br><br>Nancy Vehrs is a native of Northern Virginia and a product of Prince William County Schools. She is an alumna of the College of William &amp; Mary where she majored in Economics. In 2012 she retired from a 32-year career in Fairfax County government, with the last 21 years as clerk to its Board of Supervisors.&nbsp;<br><br></div><div>Nancy joined the Virginia Native Plant Society in 1988 shortly after buying her own home in suburbia. She has served as its president since 2012 and also serves as the president of her local chapter, the Prince William Wildflower Society. Growing up in Manassas near the banks of Bull Run, Nancy traces her love of wildflowers to her discovery of masses of Virginia Bluebells in bloom there when she was a young girl. Conservation of native plants and their habitats is central to her mission in retirement.&nbsp; &nbsp;</div><div><br></div><div>Nancy is an active member and former board director of the Prince William Conservation Alliance, a member and past president of the Prince William Committee of 100, a board director of the Upper Occoquan Service Authority (a water reclamation public utility), and a member of a number of conservation organizations.&nbsp; Along with her companion Harry Glasgow, she helps lead regular walks at Huntley Meadows Park in Fairfax County and at Merrimac Farm Wildlife Management Area in Prince William County. She enjoys visiting parks and natural areas where she can immerse herself in nature. Nancy and Harry share their Manassas area home with two delightful kitties, Little Nicky and Henry David.</div>]]></description>

Virginia CZM is a network of state agencies and coastal localities funded by NOAA. The program is led by and headquartered at the Virginia Department of Environmental Quality.&nbsp;</div><div>&nbsp;</div><div>At Virginia CZM, Virginia is responsible for coordinating all facets of the program’s communication strategy. She also collaborates with a host of partners to design and implement Community-based Social Marketing campaigns, most recently focusing on efforts to decrease marine debris and increase native plant use. Virginia CZM initiated, and Virginia has been coordinating, the Plant Virginia Natives marketing partnership for the last 12 years. The emphasis of this initiative over the last few years has been on state-wide expansion of the regional native plant marketing model, including publication of regional native plant guides.</div><div>&nbsp;</div><div>Virginia received her BA from Allegheny College and attended the Environmental Resource Policy Masters program at George Washington University and Duke University’s Environmental Communications certificate program.&nbsp; &nbsp;</div>]]></description>

Lawrence III serves as the Executive Director for the Middle Peninsula Planning District Commission (MPPDC) as well as Secretary and lead planner for the Middle Peninsula Chesapeake Bay Public Access Authority (PAA). Lewie has grown up on the shores of the Chesapeake Bay in Virginia and is continuing his family's tradition of public service and protecting the bay's health. His entire professional career has focused on coastal zone management for the community his family has resided in for three centuries. Lewie serves as the Executive Director for the Middle Peninsula Planning District Commission, representing 9 coastal local governments. Recipient of numerous national and state awards for innovation in community planning and problem solving at the local and regional level, Lewie specializes in applied local and regional planning and policy development. Recent accomplishments include institutionalizing a program for private waterfront land donation for public benefit. Millions of dollars of private waterfront land accounting for hundreds of acres of multi-jurisdictional land is being gifted for public benefit for recreational use, sea level rise adaptation, and coastal resiliency planning. Additionally, Lewie was responsible for connecting conservation easement land valuation to state aid for K-12 education funding. Improvements to the land taxing, easement valuation and reporting processes resulted in additional K-12 state funding to local governments. Lewie coordinates the Middle Peninsula's innovative “Fight the Flood” (FTF) program designed as a web-based service which includes a toolbox containing financial products, design professionals, contractors, and flood education material necessary to achieve the region's flood protection and resilience needs in an organized and efficient manner. </div>]]></description>

         <description><![CDATA[<div>FTF is the first program of its kind in the Nation that provides concrete assistance and access to financial and mitigation services for rural private and public property owners, allowing them to solve their own flooding challenges and build more resilient communities, thereby increasing safety and reducing the loss of tax base. The program is designed to meet the customized needs of private and public property owners by meeting them where they are in their flood mitigation journey. FTF is currently capitalized at $3,000,000 in revolving loan funding and has provided over $500,000 in loans and $700,000 in grants for private and public rural shoreline resiliency and septic repair projects. In addition, over $1 million in state grants are pending for Middle Peninsula private shoreline protection.          <description><![CDATA[<div>While Virginia has placed great emphasis on living shorelines and put in place significant technical assistance and financial incentives for the construction of living shorelines, the Chesapeake Bay Phase III Watershed Implementation Plan necessitates accelerated action to achieve shoreline management goals by 2025.</div><div>&nbsp;</div><div>The Virginia Department of Conservation and Recreation has received a $1 million grant from the National Fish and Wildlife Foundation to accelerate the implementation of living shorelines in Rural Coastal Virginia to reduce coastal erosion and benefit water quality in the Chesapeake Bay. The grant was awarded by NFWF and the U.S. Environmental Protection Agency through the Chesapeake Bay Innovative Nutrient and Sediment Reduction Grant Program.</div><div>&nbsp;</div><div>Scaling up the implementation of living shorelines across Rural Coastal Virginia, in order to achieve WIP goals, will require a well-coordinated, regional collaboration. DCR, through its Shoreline Erosion Advisory Service, will cultivate partnerships across Rural Coastal Virginia and grow collaborative capacity in order to accelerate implementation. SEAS will look to these partnerships to formulate a shared vision and strategic plan to implement living shorelines at greater scales and rates.</div><div>&nbsp;</div><div>Project objectives include: 1) grow and enhance the existing partnership of entities engaged in living shoreline implementation across Rural Coastal Virginia in order to enhance willingness and capacity for acceleration of implementation, 2) develop a cache of shovel-ready living shoreline projects with completed engineering designs on socially vulnerable sites, agricultural sites, and other priority sites, 3) provide financial incentives to construct new living shorelines on socially vulnerable sites, and 4) document the installation of recently implemented shoreline management projects across tidewater Virginia that have not yet been credited towards WIP pollutant reduction goals.</div><div>&nbsp;</div><div>The geographic focus is Rural Coastal Virginia, which is defined as the 12-county service area of the Northern Neck PDC, Middle Peninsula PDC, and Accomack-Northampton PDC. This area covers tidal portions of the Potomac, Rappahannock, York, and Eastern Shore basins. The three-year project period runs through June 2024. Her work began in 1996 when she discovered that her young son had been poisoned by lead, prompting her to establish United Parents Against Lead (UPAL). UPAL is a national networking organization of and for parents of children poisoned by lead that works to end the threat of lead poisoning and other environmental hazards through education and awareness, advocacy, intervention, and resource referral.&nbsp; &nbsp;&nbsp;<br><br>&nbsp;In addition to serving as executive director of UPAL, Shabazz is a local Stand for Children Organizer, a position she's held since 1996. She currently serves as Coordinator of the Virginia Environmental Justice Collaborative (VEJC) and is a member of the Lead Service Line Replacement Collaborative. Shabazz is an inaugural Community Partners in Residence Fellow at the University of Richmond, and a former elementary school teacher. As an advocate for Adult Literacy she has served as a READ Center Board member and on the advisory board of the Senate Joint Subcommittee Studying Lead Poisoning Prevention. Shabazz continues to provide valuable insight, time and dedication towards the eradication of lead poisoning. &nbsp;<br><br>Queen holds a bachelor's in business administration and a paralegal certificate specializing in real estate and civil litigation.
