Virginia Lake was constructed by The Works Progress Administration (WPA) from 1936 through 1939 (The Living New Deal, n.d.; Reno.gov, n.d.). The Civilian Conservation Corps also assisted in its creation, working on making the lake a fishing spot. Night crews worked to ensure the lake was created quickly (Myers, 2008).
During the Great Depression, Nevada, with its relative lack of industrialization, benefited greatly from New Deal projects. In fact, "Per capita expenditures of selected New Deal agencies from 1933 to 1939 were greater for Nevada than for any other state" (Myers, 2008).

The construction of Virginia Lake created jobs during the Great Depression as part of Roosevelt's "New Deal". The lake serves the dual purposes of recreation and acting as a reservoir for flood control and irrigation (The Living New Deal, n.d.). Until 1965, a fish hatchery was located at what is now a dog park (Reno.gov, n.d.).
