This can be compared to the ways in which we assess work - can we develop a methodology of assessing content and materials, or does something like this already exist?          <description><![CDATA[<div>Effective from September this year, all websites issued from public authorities, e.g. universities, have to be made accessible to "all" - meaning everything should be possible to read with a screen reader, all documents should be set up according to templates etc. From next September all video material has to have subtitles.</div>]]></description>

         <description><![CDATA[<div>I liked the view of David Wiley on the TEDx talk (linked at tha ONL course page) that education is by definiton open, because it is about sharing. We share our knowledge with our students, and they share work and experiences with us. So if education is open by definition, then it is more a question of how open. Open to registered students in a physical classroom, open to students enrolled in an online course, or open to anyone willing? <br><br>The first thing that comes to mind when I think of open education is that it is accessible (no fee or entry requirements) to anyone, but where you don't necessarily receive credits, have the possibility to do assignments, take exams and so on.  </div>]]></description>
