When many programs failed to make a dent in unemployment, President Roosevelt established the Civil Works Administration (CWA). The CWA provided immediate jobs during the winter of 1933-1934. The jobs under this administration were mostly short term and aimed at unskilled laborers. Men and women worked to improve roads, construct bridges, upgrade airports, and repair pipelines.

I believe this program was a responsible use in federal funding considering that it provided 4 million jobs to the unemployed and that it invests in substantial infrastructure, such as dams and roadways.

Some critics say that the programs were "make-work" projects and a waste of money. Meaning that the jobs provided weren't necessarily important, or that they aren't really considered real "jobs". The CWA also became very expensive to run considering workers were being payed $1.00 a day which added up as employees joined. Because the CWA was getting too expensive to run and administrate, the federal government shut down the program.
