The police man is characterised because he is brought into the scene as a bad mean man. He is pictured as an angry man who is full of rage and slightly deranged. He is pictured like this because he beats Raphael severely and then proceeds to dangle him out the window. 
The man in the suit is developed to be the good cop compared to the policeman but he then turns. He is pictured as a mean man who doesn't care much for the life of the trash site boys. The pace of the book is fast when the police are bashing Raphael, but slows down with short simple sentences to create tension and suspense. The use of punctuation during the chapter helps the book flow better and makes the pace fast.
