- Bartik instrument: In economics term -- instrument exploits exogeneous variation to explain a casual effect. And the share-shift instrument explains the regional growth relative to national growth to predict that exogeneity. Now, my point is if employment is one of the driving factors for oil sand sector in Alberta -- then it can be used as a tipping intervening instrument

@ scale -- in my view: size refers to the capacity distribution or economic contribution by the sector. Also the spatial aspect -- in Canda -- Albarta being the most conservative province, whereas in Greenland - island based region.
@ level -- a spectrum between centralisation and decentralisation. The structural relations between systemic elements.
