         <description><![CDATA[<p>To manage the pool of individuals volunteering and ensuring the we get volunteers with the desired competencies to get the work done, it would be best to institute an eligibility requirement - to raise the bar a little higher. </p><p><br/></p><p>Yes, we want diversity, we want representation -- but we also have to acknowledge that we need individuals with specific competencies to do the work desired.</p>]]></description>

         <description><![CDATA[<p>one way to reduce the size of the pool yet promote young people or specific diversities is to set the barrier of eg expertise or competences lower if you fit certain criteria, and put it higher if you don't. So eg (to put it bluntly) if you're a West European or American above 40, you need to show much more competences than say a young person from a developing country or someone with a specific diversity background - affirmative action if you want. It's of note though this type of approach will not solve the problem of projects have faced where people with lots "to learn" slowed significantly down the delivery of projects </p>]]></description>
