CT [Complexity Theory] was really a metatheory, still necessitating object theories of language (e.g., usage-based), language development (e.g., emergentism), etc., consistent with its precepts. (Larsen-Freeman, D. p. 370)

Complexity theory with regards to 2nd language acquisition points to the interconnectedness of language between speaker and listener. The listener affects the speaker and vice versa. It is not a linear learning experience but a constantly shifting paradigm to learn a new language. So many variables are involved in language learning and each affect each other.

Complexity theory allows room to take into account the variables of speakers and listeners with regards to language acquisition.
