A single bird is vulnerable to it's predators. Owls can swoop down at any time and grab them. Some can even take their prey out of the sky. When birds flock, owls are much less likely to see birds as prey. This becomes an instinct for birds. Since flocking greatly improves the odds of survival, natural selection will make it an instinct
