- Hoover had very unpopular in not helping the poor in the Great Depression. Hoover helped Roosevelt win by making mistakes and not owning up to them. He did not apologize for injuring Veterans.
- Hoover was also not prepared to change his policing even though the world was changing around him. During the Great Depression, Roosevelt cared and helped the people and Hoover did not change anything.

American were now willing to accept an expanded role for government. It also went to more of an active government which took more of a role in people's lives which was an argument that the government should help people out during the great depression.
