He is being accused of this because he followed orders and commanded orders that straight up and inadvertantly killed those 10,000,000 people. Throughout his so called expedition for "science and charity." He did this because king Leopold II wanted him to exploit the Congo for its natural resources, but Henry is the one that executed and actually commanded these orders.

Henry was actually the one who decided to take the women and children hostage to make the Congolese work even harder. We know this because brittanica states that taking hostages was "one method employed by Leopold’s agents was kidnapping the families of Congolese men."
