Russia was a communist country while the United States was a democratic country. The Truman Doctrine was established in order to "stop the spread of communism at all costs." It was a foreign policy that prevented the Soviet's political and geographic expansion. During this time, both sides were worried and frightened of nuclear weapons/warfare, for major destruction could be caused.
