If a city is destroyed by an earthquake i would not rebuild because if another earthquake comes the same thing will happen. The city will get destroyed again a they would have to rebuild again. This is why i would not rebuild the city, anyway it would take a long time to rebuild and if an earthquake happens while they are rebuilding they will have to start over.
