In this portion of the passage, it is describing the fact that Jim is being hunted down. It is also mentioned that there is a $200 award for anyone who found the slave (Jim). With an inflation rate of 1.78%, the price for Jim in 2018 would have been around $5500. This gives a motive to the townspeople to try to capture Jim because this bounty really raises the stakes on his head.

Huck, the duke and the king are trying to get away so that Jim won't be captured.
