The Clark Memorandum of 1930 in which the State Department retracted Theodore Roosevelt's Corollary to the 1823 Monroe Doctrine, which declared that only the United States could collect debts owed to foreigners by countries in the Western Hemisphere. In several notable cases, like Brazil and Colombia, overall economic recovery occurred before exports returned to the levels of the 1920s and owed much to unorthodox policy management:trade, exchange and capital controls, and cycles of government spending. With growing urbanization and industrialization, the expansion of state intervention, and a declining reliance on primary exports, a new structure began to take shape in Latin America. This was important for Brazil and other Latin American countries because this gave those countries that were lacking the firepower and supplies needed to be outfitted with the proper tools to be able to fight on the front lines. This led to most of Latin America not supporting America which was an indirect result of the axis powers and this caused the fluctuation in relations between the two before the war. Argentina also helped and accepted Nazi citizens into their borders at the end of the war, so that was another thing that Argentina did for the Axis powers during and after World War II.
