Sister means that if something bad happens to a part of the community doing the same bad thing will not help the society. A death for a death will not help the society grow as a whole and prosper. 
This ties into the catholic social teaching of a call for community. As a community we should all be unified and work as one. 
This also ties into the teaching principle of solidarity. We should work as one family together and always. She states that many are treated unfairly due to their class and being on the streets. If the poor are taken care of properly and efficiently there will be less homeless people on the streets. 
This ties into the catholic social teaching of the life and dignity of a person. The human life is sacred and should be respected for all. 
This also ties into the poor and vulnerable. There are so many divisions between the poor and the wealthy when there shouldn't be.
