Civilians are paying taxes which gives money to the government, and undoubtedly the government are using much of the tax money on the war effort. But then again, money is just paper with ink. But it is generally accepted that money is worth something. People that do not support the war effort would be prisoners and criminals. They are not supporting the war because they are taking money away from the government that could be used to the war. Not jailed anti war people would be people who refuse to pay taxes or support the military. Children would also be exempt but most of them have done something which nullify their innocence.
