Health in Brazil is now divided into public and supplementary. Public health is structured within the Unified Health System, better known as SUS, and the supplementary health is private health, which includes health care plans. Currently, 75% of Brazilians depend exclusively on SUS, the rest of the population uses private health care. (Polignano, M., 2001)

       It is common for patients to wait for hours to be attended, hospitals without sufficient beds, poor structure and large queues for treatments. Many researchers and experts in the field have gone into the subject in order to check what is the main reason for the system to be in such trouble. After many researches they came up with two aspects that causing the system to fail: the system is poorly managed and funding is insufficient.

What happens in practice is: the states and city have great responsibilities in relation to care in their territory, but do not receive enough resources to do so. It is also very common to note the inability of small cities to establish and manage their care systems. Emergencies are usually the most sought after by the population and require fast and quality care. This allows the life of a person to be saved, however, this is not what happens in the SUS, which practically states very negatively how public health is in Brazil. It is not uncommon to read news about patients who need to wait several hours to receive a first emergency care or be referred to specialized units.
