         <description><![CDATA[<div>Main points<br>1. Plastics and microbeads that discharge to seas have deeply destroyed the marine system. It has caused starvation, suffocation, laceration, infection, reduced reproductive success and mortality of so many marine organisms.<br>2. Governments aware of the significance of plastics pollution and formulate laws and regulations to reduce the use of plastic products.These measures successfully reduced the increase in plastics pollution.<br>3. The plastics products ban are executed differently in different countries and areas. The developed countries do better than developing countries. Since 2002 many counties in the world have been running the plastics bag ban. But many developing countries can not completely avoid the use of bags in some small shops and street vendors.<br><br>Questions<br>1. If the bans on plastic bags and some other plastic products influent the economic growth in some developing countries?<br>2. Whether some wealthy developed countries should pay much more money and resources to curb marine pollution?<br>3. Is it an equal method for developing countries to follow the environmental governance that formulates by international groups?</div>]]></description>

         <description><![CDATA[<div>1. I think this article brings us some new ideas on doing the research. In the article, the author pays more attention to the policies in reducing plastic pollution and try to measure its practical effectiveness. He makes the abstract problem more concrete by using quantitative methods, studying the data collected from the internationally coordinated monitoring campaigns. This method can connect to the knowledge we’ve learned in <em>Research Methods in Business </em>and <em>Quantitative Skill for Business </em>class at DUISC and can be applied to our later research. When we are going to make qualitative analysis to a problem, we can quantify it by measuring the various data to help us draw the final conclusion.<br><br>2. With the increasingly severe marine pollution, every country is attaching greater importance on the ocean environment protection. The policies of the ban on single-use plastics have been established in various countries and obtained great achievements. Maybe it is because when we use the bags we do not immediately realise the drawbacks. And we could print picture on plastic bags just like cigarette cover, I believe more people would be willing to bring a bag when they go shopping.</div>]]></description>

Stranded plastic which makes adverse effects on economic development and human life influence animals' life.<br>2)Microplastics would finally enter the human food chain through eating seafood. It is taking about Mosquito plastic pollution. Mosquito grow up in the water surface until it becomes mature, and in these periods, they absorb the microplastic into their body. And because of it contain those in their body. The animal food chain will be affected by it, as well as our human. Animals can not recognize the food from waste. Thousands of animals died because of eating plastic goods. Every time I heard such kind of news,&nbsp; I felt tearful and it&nbsp; grieved me for a long time. Oil is the fastest source of deterioration to the ocean, being far more harmful than trash and waste. Oil spills suffocate marine life to death, and leads to behavioral changes and a breakdown in thermal insulation to those that do survive. Marine debris</mark> is defined as any persistent solid material that is manufactured or processed and directly or indirectly, intentionally or unintentionally, disposed of or abandoned into the marine environment or the Great Lakes.<br><mark>2. Macroplastic </mark>- relatively large particles of plastic found especially in the marine environment (typically more than about 5 mm)<br>3. Microplastic - small barely visible pieces of plastic that enter and pollute the environment. To clarify, microplastics are not a specific kind, but rather is any type of plastic fragment that is less than five millimeters in length according to the U.S. National Oceanic and Atmospheric Administration (NOAA). <br>4<mark>. Microbeads</mark> are manufactured solid plastic particles of less than one millimetre in their largest dimension. They are used in exfoliating personal care products, toothpastes and in biomedical and health-science research.<br><mark>5. Gyres </mark>- large systems of circulating ocean currents, kind of like slow-moving whirlpools. There are five gyres to be exact—the North Atlantic Gyre, the South Atlantic Gyre, the North Pacific Gyre, the South Pacific Gyre, and the Indian Ocean Gyre—that have a significant impact on the ocean. The big five help drive the so-called oceanic conveyor belt that helps circulate ocean waters around the globe. While they circulate ocean waters, they’re also drawing in the pollution that we release in coastal areas, known as marine debris.<br><mark>6.          <description><![CDATA[<div>Interventions to reduce the use of plastic bags have been varied in range and scope, lightweight bags are prohibited, there are several strategies like charging customers for lightweight bags and imposing taxes on stores. Besides, Microplastics can enter the human food chain through ingestion of fish, shellfish and filter feeders, causing potential human health impacts.</div><div>2.&nbsp; &nbsp; &nbsp;ICC encourages other NGOs and volunteer group to engage in mitigating marine debris by cleaning up coastal areas across the globe. In addition, the Honolulu Strategy have two focus. Onefocus on market-based instruments like levies on plastic bags. Second focus is create policies, regulations, and legislation to reduce marine debris like imposing bans on microbeads.</div><div>3.&nbsp; &nbsp; &nbsp;The research examine the effectiveness of various policies implemented by different countries, some country did reducing the plastics pollution effectively. Eighty percent of marine pollution comes from land. Air pollution is also a contributing factor by carrying off pesticides or dirt into the ocean. Land and air pollution have proven to be harmful to marine life and its habitats.<a href="https://en.wikipedia.org/wiki/Marine_pollution#cite_note-1"><sup>[1]</sup></a></div><div>The pollution often comes from <a href="https://en.wikipedia.org/wiki/Nonpoint_source_pollution">nonpoint sources</a> such as agricultural <a href="https://en.wikipedia.org/wiki/Surface_runoff">runoff</a>, wind-blown debris, and dust. <a href="https://en.wikipedia.org/wiki/Nutrient_pollution">Nutrient pollution</a>, a form of <a href="https://en.wikipedia.org/wiki/Water_pollution">water pollution</a>, refers to contamination by excessive inputs of nutrients. It is a primary cause of <a href="https://en.wikipedia.org/wiki/Eutrophication">eutrophication</a> of surface waters, in which excess nutrients, usually <a href="https://en.wikipedia.org/wiki/Nitrate">nitrates</a> or <a href="https://en.wikipedia.org/wiki/Phosphate">phosphates</a>, stimulate algae growth. Many potentially toxic chemicals adhere to tiny particles which are then taken up by <a href="https://en.wikipedia.org/wiki/Plankton">plankton</a> and <a href="https://en.wikipedia.org/wiki/Benthos">benthic animals</a>, most of which are either <a href="https://en.wikipedia.org/wiki/Deposit_feeder">deposit feeders</a> or <a href="https://en.wikipedia.org/wiki/Filter_feeder">filter feeders</a>. In this way, the toxins are <a href="https://en.wikipedia.org/wiki/Biomagnification">concentrated upward</a> within ocean <a href="https://en.wikipedia.org/wiki/Food_chain">food chains</a>. Many particles combine chemically in a manner highly depletive of <a href="https://en.wikipedia.org/wiki/Oxygen">oxygen</a>, causing <a href="https://en.wikipedia.org/wiki/Estuary">estuaries</a> to become <a href="https://en.wikipedia.org/wiki/Hypoxia_(environmental)">anoxic</a>.</div><div>When pesticides are incorporated into the <a href="https://en.wikipedia.org/wiki/Marine_ecosystem">marine ecosystem</a>, they quickly become absorbed into marine <a href="https://en.wikipedia.org/wiki/Food_web">food webs</a>. Once in the food webs, these pesticides can cause mutations, as well as diseases, which can be harmful to humans as well as the entire food web. <a href="https://en.wikipedia.org/wiki/Toxic_metal">Toxic metals</a> can also be introduced into marine food webs. These can cause a change to tissue matter, biochemistry, behaviour, reproduction, and suppress growth in marine life. Also, many <a href="https://en.wikipedia.org/wiki/Compound_feed">animal feeds</a> have a high <a href="https://en.wikipedia.org/wiki/Fish_meal">fish meal</a> or <a href="https://en.wikipedia.org/wiki/Fish_hydrolysate">fish hydrolysate</a> content. In this way, marine toxins can be transferred to land animals, and appear later in meat and dairy products.</div><div>In order to protect the ocean from marine pollution, policies have been developed internationally. There are different ways for the ocean to get polluted, therefore there have been multiple laws, policies, and treaties put into place throughout history.<br><a href="https://en.wikipedia.org/wiki/Marine_pollution">https://en.wikipedia.org/wiki/Marine_pollution</a><br><br><strong>&nbsp;2.Plastic pollution</strong> is ubiquitous in the ocean but causes the most serious harm near coastlines and during its journey towards open waters. Existing in a variety of shapes and sizes, plastic litter harms marine life and incurs a cost on coastal economies. • We know enough about the damage done by oceanic plastic pollution to act now. However, solutions require concerted action by a range of stakeholders. When the seawater retreated, the road surface was covered with foam and other marine debris, which were so devastated. The garbage that was originally thrown by humans was returned to them after a typhoon. On October 13, the first International Children's Ocean Festival and Shenzhen International Ocean Clean Day were held. There are more than 30 sub-meeting venues in the Jinshawan Seaside Resort and the Shenzhen Coastal Yacht Marina. More than 3,300 kilograms of garbage were cleaned on the same day. Activities from the beach, the sea, the seabed, the coastline, four directions, comprehensive marine cleaning. More than 50 scuba diving and free-skiing frogmen from Guangdong, Hong Kong and Macau and overseas have gone to the sea to clean the rubbish.<br>2. Seabin project</div><div>Andrew Turton and Pete Ceglinski, two avid surfers, decided to quit their jobs to create a “Seabin” that would collect trash, oil, fuel and detergents.</div><div>The mission of this project is “HAVE POLLUTION FREE OCEANS FOR OUR FUTURE GENERATIONS”.</div><div>&nbsp;</div><div>The Seabin is a floating rubbish bin that is located in the water at marinas, docks, yacht clubs and commercial ports. Measures to reduce plastic bag pollution have included bans (including both full and partial) and levies, and these interventions have occurred both regionally and nationally. Although reduction strategies provide tools to reduce single-use plastics at source, it is recommended that consistent measures continue to be implemented to mitigate plastic bag and microbeads pollution. However, it is equally important that research measure the positive impacts of these measures in the short- and long-term. Plastic products like plastic bags and microbeads are putting a big threat to marine system, which is harmful for marine organism and human health.<br>2. Governments around the world started to enact some strategies to reduce marine plastic debris, but they were struggled at first, such as the MARPOL in 1973.<br>3. The methodology they used is mainly aimed to mitigate single-use plastic products and microbeads, the main cases are ban or levies plastic bags and limited interventions to reduce the use of microbeads.<br>4. Results of these methodology are good, especially the limitation of plastic bags, many countries' number of plastic bags using was sharply decreased.<br>5. This is not only an environmental problem, but also an obstruction to economic development and harms human health. Therefore, efforts are needed to reduce using single-use plastics.<br>• &nbsp; Plastic is divided into Microplastic and Macroplastic. Both have a great effect on marine pollution. Plastic bags are representative example of macroplastics. Microplastics are very small size and also can be found in cosmetics.&nbsp; While there are currently many policies associated with reducing macroplastics, microplastics-related research or policies are insufficient.<br>• &nbsp; Plastic bag policies usually take a national approach and implements market-based strategies. Most countries tax plastic bags and even ban the sale of them. Each country has different standards on plastic bags and different policy detail.<br>• &nbsp; There are few policies related to microplastic and also their effects are uncertain. Some countries enforced their own policies, but some still have no policies to do with them. <br>• &nbsp; Policies for marine environmental preservation should be prepared and maintained for a long time. Moreover, monitoring studies assist to check the maintenance or these policies. There should also be more macroplastics-related policies created and more studies should be done on the marine pollution impact.          <description><![CDATA[<div>1. Apart from viewing news and reports about ocean pollution, I have seldom learnt some ideas about it from the class. But this phenomenon do reflect a problem, that is the loss of education in reducing ocean plastic pollution. Majority of people from my nation are live in areas far away from ocean, so without social media, it is hard for especially students to realize the severe situation, they would still buy lots of toys made from microplastic, eat junk food wrapped with plastic bags and are even always fond of using toothpaste with bling small particles.&nbsp; But if they were educated knowledges about the danger of plastic pollution and measure to reduce those, the awareness of ocean protection would be established from the root of human beings.<br>2.Recently, researchers found that about half of baby turtles’ stomach were full of plastic. Also, by studying plastic stuffs in big turtles’ stomach, they found some of it were remained in turtles’ body for years, which is extremely hazardous for their digestive system.Because of plastic pollution, the amount of turtle is drastically decreasing.<br>3.I remember when I was preparing IElTS, there were several articles listening materials concerning the damage caused by plastic pollution. Especially for marine species, like whales and dolphins. Recently, there are always plenty of whales or dolphins stranding and dead on the coastline, researchers found environment pollution play a role in this phenomenon. Because many whales and dolphins’ sensation system was damaged by ingesting loads of chemical particles like microbeads and eventually their damaged sensation system mislead their direction and cause they stranding.</div><div><br></div>]]></description>

This gear continues to fish and trap animals, entangle and potentially kill marine life, smother habitat, and act as a hazard to navigation. Derelict fishing gear, such as nets or traps and pots, is one of the main types of debris impacting the marine environment today.<br><br></div><div>Through the Fishing for Energy partnership, NOAA, National Fish and Wildlife Foundation, Covanta Energy Corporation, and Schnitzer Steel Industries, Inc. a cost-free solution is provided to fishermen to dispose of old, derelict or unusable fishing gear and to reduce the amount of derelict fishing gear in and around coastal waterways.<br><br></div><div>The <a href="http://marinedebris.noaa.gov/">NOAA Marine Debris Program</a> is working with fishermen to provide a place to dispose of fishing gear free of charge and support new, innovative prevention strategies through technological advancements in fishing gear. These solutions will help prevent derelict fishing gear. The MARPOL Convention was adopted on 2 November 1973 at IMO. The Protocol of 1978 was adopted in response to a spate of tanker accidents in 1976-1977. As the 1973 MARPOL Convention had not yet entered into force, the 1978 MARPOL Protocol absorbed the parent Convention. The combined instrument entered into force on 2 October 1983. In 1997, a Protocol was adopted to amend the Convention and a new Annex VI was added which entered into force on 19 May 2005. MARPOL has been updated by amendments through the years. The Convention includes regulations aimed at preventing and minimizing pollution from ships - both accidental pollution and that from routine operations - and currently includes six technical Annexes. Special Areas with strict controls on operational discharges are included in most Annexes.<br><br> <strong>Annex I  Regulations for the Prevention of Pollution by Oil (entered into force 2 October 1983)</strong> Covers prevention of pollution by oil from operational measures as well as from accidental discharges; the 1992 amendments to Annex I made it mandatory for new oil tankers to have double hulls and brought in a phase-in schedule for existing tankers to fit double hulls, which was subsequently revised in 2001 and 2003.<br> <strong>Annex II  Regulations for the Control of  Pollution by Noxious Liquid Substances in Bulk  (entered into force 2 October 1983</strong>) Details the discharge criteria and measures for the control of pollution by noxious liquid substances carried in bulk; some 250 substances were evaluated and included in the list appended to the Convention; the discharge of their residues is allowed only to reception facilities until certain concentrations and conditions (which vary with the category of substances) are complied with. In any case, no discharge of residues containing noxious substances is permitted within 12 miles of the nearest land.<br> <strong>Annex III Prevention of Pollution by Harmful Substances Carried by Sea in Packaged Form (entered into force 1 July 1992)</strong> Contains general requirements for the issuing of detailed standards on packing, marking, labelling, documentation, stowage, quantity limitations, exceptions and notifications. For the purpose of this Annex, “harmful substances” are those substances which are identified as marine pollutants in the International Maritime Dangerous Goods Code (IMDG Code) or which meet the criteria in the Appendix of Annex III. <br> <strong>Annex IV Prevention of Pollution by Sewage from Ships  (entered into force 27 September 2003)</strong> Contains requirements to control pollution of the sea by sewage; the discharge of sewage into the sea is prohibited, except when the ship has in operation an approved sewage treatment plant or when the ship is discharging comminuted and disinfected sewage using an approved system at a distance of more than three nautical miles from the nearest land; sewage which is not comminuted or disinfected has to be discharged at a distance of more than 12 nautical miles from the nearest land.  <strong>Annex V Prevention of Pollution by Garbage from Ships (entered into force 31 December 1988)</strong> Deals with different types of garbage and specifies the distances from land and the manner in which they may be disposed of; the most important feature of the Annex is the complete ban imposed on the disposal into the sea of all forms of plastics.  <strong>Annex VI Prevention of  Air Pollution from Ships (entered into force 19 May 2005)</strong> Sets limits on sulphur oxide and nitrogen oxide emissions from ship exhausts and prohibits deliberate emissions of ozone depleting substances; designated emission control areas set more stringent standards for SOx, NOx and particulate matter.  A chapter adopted in 2011 covers mandatory technical and operational energy efficiency measures aimed at reducing greenhouse gas emissions from ships.</div><div><a href="https://iccwbo.org/"><strong><br>https://iccwbo.org/<br></strong></a><br></div><div><strong>The Honolulu Strategy<br></strong>In March 2011, NOAA co-hosted the Fifth International Marine Debris Conference (5IMDC) in cooperation with the United Nations Environment Programme and other agencies and organizations.          <description><![CDATA[<div><strong>Recent Government policies and initiatives</strong><br><br></div><div>Over recent years several UK Government policies have been put forward to address problems with plastic waste. A four point plan to reduce levels of plastic waste was set out in the Government’s January 2018 publication <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/673203/25-year-environment-plan.pdf#page=32">A Green Future: Our 25 Year Plan to Improve the Environment</a>. The UK and devolved Governments have each introduced plastic bag charges to reduce the number of carrier bags in circulation.</div><div><br>Forthcoming initiatives for deposit return schemes for drinks containers, including plastic bottles, have been confirmed by the UK and Scottish Governments, subject to future consultation. The Welsh Government is also reported to be considering such a scheme.<br><br></div><div>Most recently, at the Commonwealth Heads of Government Summit in April 2018 the <a href="https://www.gov.uk/government/news/uk-government-rallies-commonwealth-to-unite-on-marine-waste">Government announced</a> its intention to ban the sale of plastic straws, drink stirrers and plastic-stemmed cotton buds in England. The Welsh Government has indicated that it would be interested in collaborating on the ban. On 27 April 2018 the Scottish Government published a consultation on <a href="http://www.gov.scot/Publications/2018/04/2377">a proposal to ban the manufacture and sale of plastic-stemmed cotton buds in Scotland</a>.</div><div>European Strategy for plastics in a circular economy<br><br></div><div>As part of its work towards moving towards a circular economy, (where the value of resources are maintained for as long as possible), a <a href="https://eur-lex.europa.eu/legal-content/EN/TXT/?qid=1516265440535&amp;uri=COM:2018:28:FIN">European Strategy for Plastics in a Circular Economy</a> was adopted by the European Commission on 16 January 2018. The aim of the strategy is that “all plastic packaging on the EU market will be recyclable by 2030, the consumption of single-use plastics will be reduced and the intentional use of microplastics will be restricted.” The Commission is <a href="http://europa.eu/rapid/press-release_IP-18-5_en.htm">expected</a> to present a formal proposal on single-use plastics later in 2018. The implications of this for the UK will depend on the speed at which the Circular Economy Package progresses through the European institutions and the outcome of the Brexit negotiations.</div><div>UN resolution on marine litter and microplastics<br><br></div><div>In December 2017 the UK was one of the 193 UN member states to sign a resolution, <a href="https://papersmart.unon.org/resolution/uploads/k1800210.english.pdf">Marine Litter and Microplastics</a> (UNEP/EA.3/Res.7), at the United Nations Environment Assembly to help reduce the amount of plastic in the world's seas. Under the agreement, an international taskforce will advise how to combat marine litter.</div>]]></description>
