The western "side" of the eagle is more rich and it is being fed properly with luxury meat and other foods. The eastern "side" is being fed cannons and other artillery to rearm itself rather than to keep it fed. This is a factual representation of how the east and west sides were being treated by their respectful countries. Usa,Brittain and France made the west side richby raising its economy and living standards to a high point. The author of the cartoon is making the point of how the aid has helped them, and how they are in a much better economical situation than the GDR in comparison to Stalin how did not allow East Germany to take the aid.
