In my perspective, this topic is relevant in schools and ongoing safety concerns are priority. Gun laws are in place, but based on the article I have read, the states with the most restrictive and least restrictive gun laws are both states with the most mass shootings. I chose this topic because it is important to recognize and continue to try and prevent. The target audience for this topic are state officials as well as federal.

Section 46.03 (A 1) of the Texas constitution prohibits weapons, including a firearm, on the premises of a school or an educational institution (Texas Constitution, Section 46.03 (A) (1)). Firearms are not allowed on school premises; however, people are still finding ways around this. Failure to not comply with this law could result in being arrested.

The 2nd Amendment gives people the right to keep and bear Arms (U.S. Consti. amend II). This has become controversial, due to the shootings that have occurred; however, if someone has the intention of getting a gun, they will find a way to do so. According to a Journalist, “Criminals don’t obey the law…. If guns are outlawed, only outlaws will have guns” (ProCon.org, 2020). Some people are finding it important to have more restrictive guns laws, whereas others think this will cause a bigger issue, not allowing for self-defense.

Title 18 U.S.C. Chapter 44 section 924 (2)(A) states it is unlawful for an individual to possess a firearm within a school zone (18 U.S.C. § 924). This is a law put into place, but people are still finding ways around this law. This is creating issues within schools and mass shootings are occurring. Violators can be fined, imprisoned, or both.

The Gun Control Act of 1968 imposed stricter licensing and regulations within the firearm industry (ATF, 2022). This also prohibited the sale of firearms and ammunitions to felons (18 U.S.C. § 90-618, 1968). This law makes it harder for people to obtain a firearm legally, which helps prevent shootings to an extent. Not complying with this law can result in imprisonment.

This is mostly due to officers not following their active shooter trainings (Diaz, 2022). Laws are in place to prevent these situations; however, people are still getting access to guns and carrying them where prohibited. This is an ongoing court case.

According to San Angelo ISD’s website, safety alerts provide updates of safety events within the school district (San Angelo Independent School District, 2022). This includes events such as criminal activity in the surrounding neighborhood. This is to allow parents/guardians to become aware of a situation as soon as possible. This is important to my topic because even though laws are in place to prevent a shooting near or at a school, these shootings are are still occuring.

Building a safe and supportive school environment could prevent a school shooting in the circumstance someone is aware of an event that may take place. This is important so that students feel safe to talk to each other and speak up to an adult (Children’s Hospital of Philadelphia, 2020).

Allowing students to have access to proper counselors could also minimize school shootings (Children’s Hospital of Philadelphia, 2020). This would allow for students to receive the help they are needing and support their mental health.

Ensuring entry ways are locked can also prevent others from entering the building. Without doing these things, schools can be found at fault for negligence. Teachers and other school staff should be preventing school shootings in all ways possible.

Legal and ethical standards are used throughout my daily life without me knowing this previously. There are things put into place for us to follow, but most of the time we do not question these things. I enjoyed analyzing who is creating these laws and where they are coming from. After recognizing the different levels of where these laws are originating from, this provided me clarity in my comprehension of laws. Laws are very difficult to understand, mostly since we do not have to think about them often. We for the most part just do as we are told or as we are raised and we do not question this. It is easier to identify local laws first, because we likely have experienced these personally on some level, and then work our way up from there.
